A classic example of the Peter Principle. The final job after progress through the ranks was the one that exposed her at the point at which she went from competence to a level of incompetence.

Donna Hall has done more for this Council than her predecessors ever did. She has dragged it into the 21st century notwithstanding all the rubbish, personal and otherwise, she has had to put up with.

The chief executives job is about creating and executing a strategic vision for the town.
Given a starting point that Wigan is a relatively poor town one of the key strategic objectives is to attract inward investment in higher skilled, better paid jobs. Despite spending a fortune over the past few years there is little to show for it.
Although government cuts have been applied Wigan Council have spent close to £7.5 billion over the last 8 years, over £23,000 for each man, woman and child.
The staff pension scheme is still an albatross around the necks of the council taxpayers with additional support now taking over a quarter of all council tax receipts.

There is a huge amount of Council staff on part time hours because their pensions + the 5 day fortnight more than covers their wage.

Actually, that's the economic development officer's job.
And, it's about creating and executing a strategic vision for ......
.... wait for it ...... ALL of the towns in the metropolitan borough!
The chief executive's job is to provide managerial leadership of the organisation.

Was she a lion-tamer? Or a trapeze artist? In a circus?
My mum's first cousin, who I called 'aunty', wasn't called Donna Hall and she didn't work in a circus either.
She was a farmers wife and all she ever did was cook!
Every time I went there, she was cooking. It smelled greeeeaaaaaat in their house!!
Was your mom's first cousin, Donna Hall, a good cook, Erin? And what did their house smell like?
