Don't agree with it,,, because if yoo have paid a fortune to stop at the Haigh Hall expensive hotel and yoo fancy a walk in the grounds, then the last thing yoo want too doo ,, is come across a native Wiganer running (or walking) wild in the grounds, because it might be dangerous, because yoo might catch the dreaded Wigan lurgy from the great unwashed of Wigan

If the lease says they must leave all access and walkways open, they must leave all access and walkways open.
That means no fences or gates.
It'll be up to whatever the council agree to. Although, ultimately, it depends on what the government say.

Campaigners who have stepped up their battle against restricted access to Wigan's jewel-in-the-crown leisure facility have attracted an avalanche of support The friends of Haigh Hall Heritage and Open Access to All group has put up a petition demanding the public have an unfettered right to use the grounds at the 19th century landmark building run by Contessa Hotels. The protesters want the main entrance route from the north of the hall listed as a public right of way. And the call has attracted massive backing, with more than 1,400 people signing the petition in little more than 24 hours. Access has been a flashpoint for months as Contessa has put a gate and picket fencing across the route which it shuts when there is an event on.

The hall has not been just done up, it has been 'restored' the money has been spent and the job has been done and the hall is no longer falling down and all these nutcases are skrikin over a set of gates which are locked,,,, another hall which has not been has lucky has Haigh Hall and at one time it looked like the owners were going to preserve it, but just look at it now.

If yoo look at the top of the picture you can see why the floor has collapsed, because there is a hole in the roof and water has got in, so doo the morons, wish that Haigh Hall had been left to rot, but at least they wouldn't have been any locked gates, until the structure was declared unsafe and the whole place would have then been fenced off ....

An application to have the Haigh Hall route at the centre of a bitter access row dedicated a public right of way has been submitted.
The Facebook group Friends of Haigh Hall Heritage and Open Access for All has sent its paperwork, backed by thousands of Wiganers, to the town hall.
The campaigners have to prove that the way past the 19th century landmark building has been in unhindered use for 20 years or more.
The public has certainly come out in support of the protestors, with almost 20 statements about access and a petition bearing more than 2,500 names being sent to the local authority.

But people don't want to walk through the hall, just the grounds. The same grounds that have been open to ramblers and visitors alike since 1947.
So the council will come down on the side of the ramblers and will have no other choice.
The hall isn't even the first one built there!

I wonder who the 'civil servants' are that the article mentions? Council employees are not civil servants.

Anyone employed in the civil service are civil servants and government employees are in the civil service.
The ones mentioned will be the ones who enforced the Haigh Hall lease.
They are part of the cabinet office and are based in Arndale Tower, Manchester and they ran the government estate strategy.

Thank you tonker for your input , but you are wrong. Council workers paying Class 1 National Insurance to the local authority are not Civil Servants. They are Local Government employees. Civil Servants are folk that work for Cental Government and this is reflected very differently on their payslips showing what has been deducted to whom. I have all mine in a drawer beside me.

Ok., a bit more. The government property unit (as was) ran the 'one public estate programme'. They are part of the cabinet office, like I said.
They oversaw the sale / leasing / making good use of all public estate in the country. It's now called the 'office for government property'.
This is the programme under which Haigh Hall was "made good use of" and they are the "Civil Servants" referred to in that link.
Council workers don't enter into the equation, regardless of who they pay their national insurance to. (and it's paid to HMRC, not Wigan council)

Well I have already said that the council should construct some paths, which will bypass the driveway to the hall, which keeps being locked.

Why? The people who lease the hall and are trying to force people (Who can legitimately walk the grounds) away should consult with the ramblers and see if this is acceptable. If it is, then contessa should pay.

It is called 'reaching a compromise' the hall is now a working hotel and as such it should be run has one and I don't know why the owners of the hotel or lessees or whatever ever their official title is, they must have a good reason for wanting to keep those gates closed, maybe it's the good old Health & Safety regulations, so let them have their gates shut and put in a path at the side of it, so that folk can get through, the public still have the run of the grounds and plantations, so I don't know why the council don't just do that ....

wrong Civil Servants are Crown Service employees, Local Government are Public Service employees.
